Vlorë in May is warm in the air and still cool in the sea: daytime highs average about 24 °C, but the water sits near 18.5 °C, so swims are short. Expect about nine rainy days, around 14 hours of daylight and sunsets close to 20:00 over the Bay of Vlora.
Treat May as a month for walking, hills and lagoon paths, with a quick dip if you like cold water. If a long, lazy swim is the point of your trip, wait for June at the earliest, and July or August if you can.

Why is the sea still cool in May?
Because water warms more slowly than air. By May the days in Vlorë are warm, with an average daytime high of about 24.6 °C, but the sea averages only about 18.5 °C, according to Climates to Travel.
The gap closes slowly. In April the sea is about 15.5 °C, in May about 18.5 °C and in June about 22 °C, so it gains three or four degrees a month. The same source still calls the June sea a little cool, and names July and August as the best months for the beach.
The air figures depend on the table you read. The climate table for Vlorë on Wikipedia gives a May mean daily high of 23.2 °C and a mean daily low of 13.2 °C, while Climates to Travel gives 24.6 °C and 14.2 °C. Either way the pattern is the same: pleasant afternoons, cool mornings and evenings, and nights close to 14 °C.
For a visitor this changes the plan more than the packing list. A cold swim of a few minutes is perfectly possible. A lazy afternoon in the water is not what May is for. Think of it as a walking month: castles, ruins, lagoon paths and a mountain pass, with the sea as a bonus rather than the main event.
